Owen Larkin, President & CEO
Owen is a concept developer, master planner, and project manager with vision and wide-ranging experience. In his accomplished career in development, Owen Larkin has led projects in the hospitality and real estate sectors as both partner and principal. He has a successful record with regulators and community leaders because of his background, objectivity, and commitment to execute a project as promised.

Owen led the effort, with pre-eminent golf course developer Mike Keiser, to develop a public golf resort on Vandenberg Space Force Base. Both MLK Ventures and the Larkin Group are known for an understated style that enhances the land's natural beauty and protects the environment while creating top golf destinations. The Vandenberg project is inactive because of a lack of water.

Larkin led the team with renowned architect Gil Hanse, to present to the 2016 Olympic Golf Committee on the importance of sustainability for the new golf course to be built for the Games in Rio de Janeiro, Brazil. The Larkin Group acted as Sustainability Manager on this historic project that brought golf back to the Games.

As Managing Partner and founding President of the Vineyard Golf Club, Owen managed the permitting, design, and construction of America’s most organic golf course and shepherded it through its first decade. His experience and credibility were crucial to getting the Vineyard Golf Club permitted on Martha’s Vineyard, arguably one of the strictest regulatory environments in the United States. In 2004, Owen was named a founding member of the Environmental Institute for Golf’s Advisory Council, chaired by Greg Norman.

Larkin has been involved in public/private partnerships for decades, beginning while he attended MIT’s Sloan School of Business and later while serving as a Fellow at Harvard University’s Center for Business and Government. Larkin’s career has focused on large, innovative, mixed-use developments, often with a high barrier to entry.

General Gene Renuart is a retired four-star general for the US Air Force whose career culminated with his position as Commander, NORAD and US Northern Command.

General Renuart was responsible for homeland defense and security issues for North America. Previously he served as Vice-Commander, Pacific Air Forces and as the Director of Strategy, Policy and Planning for the Joint Staff.  General Renuart was a Senior Military Assistant to two Secretaries of Defense, both Rumsfeld and Gates.

Since his retirement, Gene Renuart formed the Renuart Group, a consulting and project management firm with detailed background in budget oversight, management oversight, integration, USAF contracting, and legal oversight requirements of ongoing projects.

In 2012, the Renuart Group partnered with the Larkin Group, becoming Renuart & Larkin (R&L), a project management firm based in environmental sustainability and concentrating on installations within the military portfolio. General Renuart oversees the integrated efforts of our consortium partners to rebuild military installations, focusing on infrastructure and energy reduction programs.

General Renuart brings his vast background in strategic planning, leadership and integration to the problems and possibilities facing our nation’s military installations. He brings extensive experience with USAF privatization efforts, having led the successful housing privatization project for Pacific Air Force at Hickam AFB and assisting AFSPACE efforts at Peterson AFB.


Clark Easter Chief Technology Officer
Clark founded Global Water Innovations (GWI) in 2017 to solve California agriculture’s growing need for significant new water supplies by identifying, and then helping to bring to market, the needed new technologies to cost-effectively treat all kinds of impaired water sources. His main goal was to fix the brine problem associated with inland desalination - by finding much less expensive ways to recover all the water in the brine itself. 

Through this work he became a founding industry partner of NAWI, the National Alliance for Water Innovation, and worked closely with them in their first years to help write their Agricultural Roadmap. GWI has evolved into an incubator company that has helped individual entities further develop their intellectual properties into potential commercial applications.

Besides guiding these companies to the water marketplace, Clark has formed strategic partnerships with the firms that possess the technologies that fit into the GWI treatment trains. Clark has always been agnostic as to the manufacturer with his focus on the best solution for each specific project.

Prior to GWI, Clark founded or cofounded companies in the geospatial, health, and educational areas, including XL Health, Spectrum K12, and Shawmut Engineering.


Margie Reedy Larkin Sr. Vice-President & Chief Communications Officer
Margie is one of the founders of the Larkin Group and oversees overall strategy for internal and external communications and reputation management. Larkin is a veteran television journalist who worked as an anchorperson, reporter, and producer for twenty-five years. The award-winning journalist spent most of her career in Boston anchoring the evening news and moderating “NewsNight,” a nightly news interview program. Previously Margie worked in Detroit and Austin in similar roles.

After leaving television, Larkin served a fellowship at Harvard University’s Kennedy School of Government at the Shorenstein Center on the Press, Politics, and Public Policy and a senior fellowship at Tufts University. In addition to her work with the Larkin Group, Margie is the principal of Larkin Communications, which provides communication strategy and support for nonprofit organizations.


Allen Halstead Director of Operations
Allen Halstead brings 35-plus years of experience in commercial real estate development, finance, construction and property management to the Larkin Group. His deep experience as a Principal and Senior Officer in the industry crosses all disciplines including development, construction and general contracting, property management, due diligence research, acquisitions, construction finance, mortgage lending, redevelopment and turnaround of distressed properties.

Halstead also has in-depth experience working with the US Air Force at several levels. As a Certified Defense Privatization Manager II, Halstead managed a portfolio of Air Force Privatized Housing communities, working as a partner with Wing Commanders and senior leadership at several Air Force bases. Halstead provided real estate development consulting services to the Air Force, leading a team pursuing the leasing of under-utilized real estate assets at Air Force installations across the US.


Owen “Bo” Larkin Vice-President
As a co-founder of the Larkin Group, Owen’s role has been varied, but included: creating and executing marketing strategy, developing the business plan, building financial projections, producing our primary investment prospectus, partnership building, researching and evaluating new opportunities, and implementing the internal technology and communications systems.

Owen holds an MBA from the University of Virginia Darden School of Business. In addition to his private equity and finance background he is an expert in digital marketing, content marketing, and SEM.
