In an area that fights cycles of drought and floods, water management is a crucial component of any successful plan. 

In the southwestern portion of the United States, particularly California with its whiplash of weather extremes, the days of consuming water as though it were an infinite resource are over. As the availability of water decreases and the quality of available water is degraded, the cost increases, and projects will have to find new ways to care for their properties. 

Likewise we must plan for times of flood, to capture the overabundance of rainwater and save it for later use by building systems for underground water banking and a treatment train to clean it for reuse.
